UDA: Francisco Salgado, new rector

With the 61.42% of valid votes, Francisco Salgado Arteaga, from the 1 list: More UDA was elected as the new rector of the Universidad del Azuay (UDA).
Salgado will be accompanied in his administration during the next five years, Martha Cobos as academic vice-rector and, Jacinto Guillén as vice-rector for research.
The results were known one hour after the end of the process. The 2: Towards Excellence list chaired by Gustavo Chacón obtained the 33.05% of valid votes, the null votes represented the 1.38%, the whites the 0.09% and an absenteeism of 4.06% was registered.


Franklin Bucheli, president of the Electoral Council of the UDA commented that 48 must wait for the final count, so the date of possession of the new authorities will be defined next week.

Actions


Francisco Salgado, rector-elect of the UDA commented that the first action will be to institutionalize the university, which means issuing the necessary regulations to put them in tune with the new statute that was approved in the month of March.


"All regulations have to be adjusted, that is necessary because it regulates the relations between the members of the university community. Particularly within this aspect is the regulation of career and career ladder of teachers, for me, the most important after the statute, "he said.


Another aspect that will focus on his management will be returning to category A, for what he considers necessary a positive environment and team leadership, which in his opinion is complemented by the constitution of the University Council that was recently elected.


He specified that they will work in a co-government with the participation of the entire university community, to this it is added to give the possibilities to both students and teachers to achieve the dreams they had at the time of entering university.


Regarding the evaluation process carried out by the Council for the Evaluation, Accreditation and Quality Assurance of Higher Education (Ceaaces), it considers that the key is that the evaluation process has to respond to a living university, rather than stay on issues of forms and bureaucracies.


"What the model should look for is to be as simple as possible so that it can be understood by all and above all that it focuses on the substance of the university that is to form people, develop science, culture and the art of good way, as well as serving society, "said Salgado.

Economy


Regarding the economic issue said that the key is the financial optimization of the university and do it in a way that is just enough and necessary to be used effectively.
He added that in this way the payment of the payroll that is one of the fundamental things can be kept covered, to this the adequate accompaniment to the students is added to maintain them in the greater possible number within the university and this way to avoid the desertions and losses. 

Electoral process


From the 12: 00 and up to the 18: 00 the 14 voting receiving boards were enabled, 11 of them destined for the students, two for the teachers and one for the workers. The total number of voters was 3.878, of these, 3.400 were students, 238 professors and 240 professors.


Franklin Bucheli, president of the Electoral Council of the University of Azuay, commented that according to Article 22 of the Elections Regulations, all the professors, workers and students who have passed the first year of study in the institution were summoned.


He added that the percentage of votes of the teachers corresponds to the 70% of the total of the calculation, the one of the students the 25%, while the vote of the workers corresponds to the 5%.


Voting for members of the electoral roll is mandatory, the sanction for those who did not exercise it is 5% of their remuneration in the case of teachers and workers, while for students it is the suspension in all the subjects they are taking.
