Territorial model will be applied in rural parishes of Cuenca

"Territorial Model for the Integral Human Development of the rural parishes of Cuenca", is the name of the proposal to strengthen the deconcentration of competences to the parishes of the canton, with the creation of the technical units: Parish Territorial and Human Development.

The Territorial Unit currently operates in six parishes. The work focuses on the control of land use. The result of this work generated a proposal to cover the rest of the parishes, not only in this area, but also in the social area. Thus, the Human Development Unit would be focused on collecting data on the main local needs and later identifying projects that solve them.

The proposal was prepared by the Decentralization Commission of the Cantonal Council, the Decentralization Unit of the Municipality of Cuenca and the University of Azuay (UDA); it is expected to implement it, once socialized and with the respective ordinance, until 2025, in the 21 parishes of the canton.

The delegation of powers will have its respective budget; Only for the territorial management units that are in operation is 423.000 dollars and with the creation of the two units, for all the parishes, the estimated annual budget will be 1.808.000 dollars.
