Improvement of the state road network of Azuay

On August 2, the Rector of the University of Azuay, Francisco Salgado, met with the new Minister of Transportation and Public Works, Marcelo Cabrera, to present the project created by the Research, Analysis and Proposals Group for the Azuay Highway (GIAPVía-UDA).

The project proposes the maintenance of several state highways that connect different provinces with Azuay, especially the trunk of the sierra with the trunk of the coast.

On the part of the University Research Group, the Ministry of Transport and Public Works (MTOP) is urged to take immediate action against the poor state of the roads, seeking the benefit of the province of Azuay.

There are 11 critical points that should be taken into account:

1. Emergency actions for the immediate repair of the north access road, signaling, replacement of railings and painting of the Guangarcucho bridge.

2. Emergency maintenance of the Cuenca-El Descanso section that is part of the State Road Network that is the responsibility of the MTOP.

3. Payment of the pending debt for the complementary contracts for the termination of the contract with the Consulting Association CVA-INGENNYA-GEOESTUDIOS, of the Feasibility Studies, Environmental Impacts and Final Engineering for the Rectification, Improvement and Expansion to four lanes of the highway : Interchange Guangarcucho - Lumagpamba (Europe Bridge) Paute - Gualaceo, held in 2013.

4. Completion of the Gualaceo - Limón highway by solving the critical points in Ingamullo 1, Ingamullo 2 and those in Tinajilla and other sites. The Gualaceo-Limón highway, up to the Plan de Milagro section, has an extension of 60,7 km. The road connects the provinces of Azuay and Morona Santiago, being one of the three alternatives to the East.

5. Completion of the Sigsig - Gualaquiza highway.

6. The Paute-Méndez highway and the importance of developing the hydroelectric potential of the Paute Integral complex.

7. The Cuenca-Pasaje highway that connects Azuay with the province of El Oro.

8. Review of the process of the International Public Contest for the Design, Financing, Construction, Operation and Maintenance of the Cumbe Corridor - Cuenca (South Access to Cuenca) - Azogues - Biblián.

9. The Cuenca-Molleturo-El Empalme highway and the Maintenance Program for Results financed by CAF.

10. Subsidence, fatigue and risks of destruction of the support structure of the Nulti bridges on the Cuenca-Azogues road.

11. The Guayaquil Bimodal Interoceanic (W. Pacific) -Azogues-Paute-Méndez-Tiwintza-Puerto Morona-Río Marañón, Brazilian ports (W. Atlantic).

These 11 points were sent to the MTOP through an immediate request addressed to Minister Marcelo Cabrera, seeking that these critical points be incorporated into the road maintenance and conservation program, especially considering that certain interprovincial areas have a high degree of integration of economic and social activities with the provinces of Guayas and El Oro, which makes these highways fundamental for the productivity and commercial exchange of the provinces.

In this application, emphasis is placed on three sections that are considered the most important: the Cuenca - Molleturo - Puerto Inca road; the Machala - Pasaje - Cumbe road and the Chicti - Sevilla de Oro - Santiago de Méndez section.

This is due to the fact that it is considered that there has been no action to improve these roads, which are of great importance for the residents, especially the Molleturo road, in which people travel to the José Joaquín de Olmedo airport, due to because the province of Azuay does not have an international airport.

On these roads, traffic interruptions are frequent, due to their poor condition and problems with landslides and landslides, so it is expected that in the following years the MTOP will take action, urgently, on the matter and there may be a change that benefits citizens.
