The event began with a speech by Francisco Salgado, rector of the University of Azuay, who highlighted the university community's vocation to share knowledge and put it at the service of young people and society. He also stressed that the book invites reflection on the country's institutionality and public administration, presenting a vision of power as a tool to promote community development.

For his part, José Chalco Quezada, dean of the Faculty of Legal Sciences and commentator of the work, highlighted the commitment of the Faculty of Legal Sciences to the training of professionals capable of responding to the legal challenges of the country. He stressed that the book is a teaching resource that reflects the interaction between teachers and students, strengthening learning and research in the academy.

The official launch was carried out by Guillermo Ochoa Rodríguez, deputy dean of the Faculty of Legal Sciences and author of the book, who pointed out the importance of public and administrative law as tools to transform society and improve the quality of life. He stressed that legal research is not just an academic exercise, but a fundamental means to understand social, political and economic phenomena.
