Construction of the IERSE Strategic Plan

On January 28 and 29, on the 'La Trabana' campus, a workshop was given to build the strategic plan of the Institute for Sectional Regime Studies of Ecuador (IERSE).

Economist Mario Merchán, a researcher at the University, said it was decided to renew the strategic plan, because new sectional administrations must update their development programs every time they enter a new management. 

'' The workshop was created to organize us. Only the objectives were raised, the project is not yet developed. At the moment, we are organized in working groups to create projects that are available in the short term, said Julia Martínez, a professor at the University.

"Our main objective is to be a national reference in the research and territorial issue," Martínez added.

Another of the topics discussed within the course was the creation of communication strategies to show what they are doing, since the researchers explained that there is confusion when defining the role of IERSE within the University.

For this reason, Merchán revealed that in the 80s the IERSE served to support the GADs (decentralized autonomous governments), but now, thanks to institutional management, it has evolved to support the incorporation of technology and research into the service development. 

The IERSE technicians affirmed, to illustrate this point, that they have agreements with the EMOV (Mobility, Transit and Transportation Company) to make use of the data of said company. This allows them to generate environmental indicators on air quality and noise monitoring. All surveys are available on the UDA website.

With regard to territorial planning, Julia Martínez notes that IERSE deploys its plans in rural areas that, in general, are usually not considered.

In the end, both commented that the training was very fruitful, since it opened a space for dialogue that will serve them in the future to identify critical points and improve internal and community action.
