Environmental guides for Cuenca

The April 29 carried out the presentation of the "Environmental Guidelines: Intervention routes to articulate environmental management in the Municipal Autonomous Decentralized Government (GAD) of Cuenca" and the "Environmental Law Manual for Parish GADs", in the José Cordero Acosta Auditorium of the University of Azuay.

This event, in charge of the School of Law, was presented within the framework of a project linking the University of Azuay and the Municipal GAD of Cuenca entitled: "Strategy to articulate the environmental management competence of the Municipal GAD of Cuenca and six Autonomous Decentralized Parochial Governments of the Canton Cuenca ".

Ana María Bustos, Coordinator of the Law School, led the initiative and indicates that the project came up in April of the 2018, along with Geovanna Sacasari and Elizabeth Zhunio, due to the need to focus on environmental management, not just as a technical process of academic branches such as environmental engineering or architecture, but also as a socio-legal component.

The project began with the gathering of information on the main environmental problems of six parochial GADs in the Canton of Cuenca. Based on the results obtained, they identified the causes and consequences in the quality of life, economic activities, health and the environment.

Thus, the first guide was created in which a path of articulation of the competences to be developed, both the parish GAD and the Municipal GAD, was established for the environmental management of four main problems: blockage of streams, deforestation due to advancement of the agricultural frontier, urban fauna and forest fires.

Once this first stage was completed, the training of leaders, in charge of management, in environmental law was carried out through six modules. This process led to the preparation of the Environmental Law Manual for Decentralized Parochial Governments.
