We come to you, we greet you and we wish you to be in good health, as well as all your family. This is the priority in this difficult time of the pandemic, from which we will emerge with the shared effort of all. 

 

Last week we have had to make important decisions to guarantee the sustainability of the University and so that you, with your effort, arrive in time for your graduation day. We have also experienced hard moments of tension that we seek with your support to overcome them. Today we can send you this message after all the necessary actions have been taken so that we can communicate facts and not just promises, because you deserve the truth and that is our ethical duty.

 

The University Council, on Tuesday April 21 approved the new Exceptional Assessment System -that we hereby share the Thursday, April 23-, as well as the harsh but essential measures to reduce wages and working hours that were communicated this day Saturday, April 25 in the morning to all teachers and administrative staff in three sessions, attended by around 250 people each, in them, after the Rector's presentation, it was emphasized that no one will lose their job, 95% of the members accepted these necessary measures individually, through the computer system that was prepared for the purpose. This means that the absolute majority of those who accompany and promote your learning did so thinking that we should make as much effort as necessary to ensure that you achieve your goals and that, together with your colleagues, you reach the day of your investiture, an objective that will We share with you, with your family and friends, who we hope you will soon be a professional graduate from one of the best universities in the country.   

 

The Universidad del Azuay is an academic community that receives allocations and income from the State for student scholarships. Due to the serious crisis that humanity and our country are facing due to the health emergency of the Covid-19 pandemic, the University has not received the public funds expected in its budget, which adds to the already existing debt of previous years that we generates a gap that exceeds $ 7 million. That is, we have not received and will not receive at this time the appropriations that legally correspond to us. However, the University has decided to maintain funding for the scholarships awarded to our students for an approximate value of $ 6.5 million. 

 

This difficult financial situation -which is also experienced by many private universities in the country- makes it impossible for us to reduce tuition, currently the only support for the University's operation. This has also been recognized by the Higher Education Council (CES) in the resolution of March 25, 2020. However, the University of Azuay, since March 10 had already implemented the system on our web platform so that students who need it can enroll deferring your tuition payment (179 students did) or, even temporarily enroll to take the subjects, without any payment (90 students accepted). 

 

Likewise, if your family has been economically affected by this crisis, you can do your Covid scholarship application- 19. No student has been or will not be left out for financial reasons.

 

At the Universidad del Azuay we are not going to lay off staff - as you know is happening in many organizations - and the measures we have taken are aimed at jointly preserving the stable work of all those who serve you day by day, as well as guaranteeing the continuity of the I study many students who cannot afford all the payments for now and whose life project will continue to advance.

 

While the emergency lasts we will maintain modality Interactive for which we are trainingcontinually. We have made a significant investment in computer equipment and software licenses to face this new challenge in which the physical infrastructure has been replaced in a short time by a virtual infrastructure in optimal operation that allows us to guarantee educational quality.

 

Likewise, we have closely monitored students who have difficulties in accessing technology and connectivity to deal with each case, provide facilities and offer them particular study conditions. 

 

We will soon return to our campus that we did for you and that is a vital space that will flourish again the moment you meet your colleagues in a hug of joy, when we have overcome, together, the most serious crisis of humanity in the last 100 years.

The University of Azuay is aware that in the emergency we are experiencing, the health and life of all is our priority, that the values ​​we practice are solidarity and responsibility and that in this fight for humanity we must meet and be together with support, tenderness and care between teachers and students; We communicate to the entire university community that we will return to our academic activities on Monday, March 30, 2020 through all available virtual media.

 

Our teachers will contact each student in order to organize and detail how we will accompany each other in the different subjects. There will be no evaluations or controls that leave out the most vulnerable people. We understand everyone's difficult circumstances, particularly theirs. Thesis supports will be developed during this period in coordination with the authorities of each academic unit. Very distinguished authorities,

 

Faced with the approach of rectors of some universities to withdraw the country's rotating inmates from hospital activities to care for patients, who signed this communication, AFEME authorities, rectors and deans of medical schools in Ecuador, express a contrary point of view , based on the following arguments:

 

1. Ecuador and the whole world are experiencing an emergency of such magnitude as has not been seen in more than a century and in which, all citizens, regardless of hierarchy, we must contribute proportionally to our capabilities and collaborate even more, when the demand for patient care will be overwhelming and far exceed the installed capacity

2. The rotating interns, although they have not yet graduated, have completed more than 90% of a career that they have chosen, by vocation, and in which two fundamental elements of the nature of their oath are “to consecrate my life at the service of humanity ”and“ the welfare of the patient will be my first priority ”. This oath, the purpose of life of those who are doctors, which the rotating interns will solemnly do at the graduation ceremony, cannot fade in the face of a situation of national and world drama where their vocation of service is precisely put to the test.

3. Rotating interns are part of the public and private healthcare system and their contribution is highly valuable and valued. So much so that, when their stipend was unfairly reduced, the authorities of Ecuador's medical schools and many of their rectors highlighted the contribution that rotating interns provide in the health system.

4. In any profession of risk, and those related to health are, circumstances impose duties on us that prove our will and commitment and against this we cannot give up.

5. Being the rotating interns part of the health system, being that they receive a modest stipend and have signed a contract, their work is regulated by the Teaching Assistance Unit in which they work. It is only the academic tasks that are in control of the universities. Under current conditions, removing rotating interns would demoralize the health sector, fracture the health professional unit, encourage the desertion of other groups, weaken the system and, what we can do less in the current circumstances, is to cause chaos of that nature

6. The reality of the vertiginous expansion of Covid 19 illustrates that in the next two months we will enter the peak of contagion and, by then, the capacity of the health system will have already overflowed. It is important that all the servants of the health system are prepared and active in their work. If we remove the rotating inmates we will be obliged to bring them back, in a situation of greater crisis, when they have not participated in the dissemination of information on protocols and when they have less chance of being effective and avoiding their own contagion

7. In many countries there is no rotating boarding school but even in them students of different levels of advancement in the career have been recruited to contribute their contingent in the face of the dramatic situation. Retired physicians have been recruited in many countries to contribute. We cannot abstract from the real need to have all the human resources in health to face the dramatic situation that is coming

8. Naturally, the altruistic work of rotating inmates must be carried out under conditions of extreme security and it is an essential condition that all health personnel have all protective clothing: hat, glasses with side protection, N-95 or double mask Surgical mask, disposable gown with long sleeves and cuffs, latex gloves or similar, disposable pants and shoe covers. All hospital clothing: surgical suits and aprons must be laundered in the hospital.

9. Rotating inmates should not work in areas with a higher risk of contagion such as emergencies, pulmonology, infectious diseases, or intensive care. However, its invaluable contingent will be appreciated in the other areas of the hospital.

10. Finally, rotating inmates who have respiratory diseases such as cystic fibrosis, asthma, or others; diabetes or diseases with immune deficiency or receiving immunosuppressive medication; who are on antihypertensive treatment or who are pregnant should be excluded from their hospital responsibilities.

 

 

Those of us who subscribe to this communication feel the need to deepen the awareness of the social duty of health professionals, including rotating interns for medicine, nursing and obstetrics; At the same time, we want the State, with responsibility, to guarantee security conditions for those who, with sacrifice and vocation, serve our fellow citizens.

To the entire university community, we announce the postponement of the start of classes for the new semester and the suspension of postgraduate, continuing education and language classes until March 29, 2020, with the intention of slowing down and preventing the expansion of Covid -19.

 

In addition, all congresses, symposia and academic events scheduled for the first semester of the year are suspended. These events will be rescheduled considering the circumstances of each of them.

 

The academic and administrative staff will continue to work normally with the precaution of avoiding meetings with a group of more than 15 people and respecting the exhortations of the health authorities. Staff over 60 years of age or with special health conditions may notify their situation to the Human Talent Office and remain at home. If any person also requires to remain at home to care for their children, they must inform Human Talent.

 

All members of the community who have visited countries with the highest number of registered cases of Covid-19 (China, Italy, Iran, South Korea, France, Spain, Germany, the United States, Switzerland and Japan), or participated in sea cruises , must undergo home isolation for 14 days, maintaining communication with our Medical Department (Tel. 4091000 ext. 738, 739, 740) or public health authorities (Tel. 171).

 

Those who, despite not having traveled, present flu-like symptoms, or cough, or fever, or shortness of breath, even if they are mild, should remain at home, justifying it to Human Talent and maintaining telephone contact with the Medical Department.
